An effective governance mechanism is at the core of GIF development, implementation and maintenance. The integral components in the proposed governance mechanism include, technical working groups, steering committees, an advisory board, and a national level governing body as illustrated in the figure above (for enlarged view, click on the image). The tasks related with various stages of the GIF are spread across these components. Details of each component are as follows.

National Governing Body on Interoperability (NGBI) |
Lead authority for governing the LIFe. The membership of this body could ideally be recommended by the National Administrative Reforms Committee (NARC). |

Interoperability Advisory Board (IAB) |
The policy and technical advisory body to the National Governing Body on Interoperability (NGBI). This board would reflect the cross information domain perspective. |

Interoperability Steering Committee (ISC) |
The cross information domain coordinating body for LIFe policy and management. This group will be responsible for the policy content of http://www.life.gov.lk. This committee could ideally be chaired by the Secretary-Ministry of Public Administration and Home Affairs (MPA&HA) and members may be drawn from selected Information Domain Steering committees (IDSCs). |

Interoperability Working Group (IWG) |
The cross information domain technical interoperability body for management, maintenance and technical compliance of LIFe. This group will be responsible for the technical content of http://www.life.gov.lk. Members for this working group may be drawn from selected Information Domain Working Groups (IDWGs). |

Information Domain Groups (IDGs) |
Appointed by the Interoperability Advisory Board (IAB). Respective responsibilities include: providing domain specific policies, specification for authentic data sources, data definitions, XML schema, definition of web services, and any other technical standard and policy recommendations. |

Information Domain – Steering Committees (IDSCs) |
Members could be representatives from line ministries and other government organizations. |
|
Information Domain – Working Groups (IDWGs) |
Members could be Chief Innovation Officers (CIOs) drawn from relevant government organizations, and representatives from academia and industry. |
