In an attempt to characterize an appropriate framework to facilitate information sharing and management within the public sector of Sri Lanka, the project - Capacity Development for Recovery Programme (CADREP) - of the Ministry of Public Administration and Home Affairs (MPA&HA) and the United Nations Development Programme (UNDP) in Sri Lanka, setup the Integrated Information Initiative (III) in 2006.
The initiative was started with setting up of a working group, named - III Working Group (III-WG). The working group comprised representations, mainly from the government organizations related with the work of information management and coordination in the public sector and those running some instances of information systems. Regular meetings of the group were held. Subsequently as a collective concern, a 'concept note', detailing the situation overview and the proposal for: 1. developing an interoperability framework, 2. institutional strengthening and 3. capacity building for information management at district and divisional secretariats was produced.
In order to consolidate the consultations happening at the working group level and to reach a wider consensus, a two day workshop was organized subsequently. The workshop, brought together different stakeholders and facilitated a 'dialogue' on a common cause. Further, a document outlining the future course of action – 'way ahead' - after the workshop, was prepared by the III-WG and presented to the heads of the organizations represented in the working group.
The document, 'way ahead' included a proposal to obtain a consultancy service to carry out a broad assessment of the existing state of affairs, including the institutional framework and recommend a strategy to deal with the situation.
The consultancy was commissioned and a report was produced. Here is the report: III Report.
ICTA was the leading member of the III-WG and contributed heavily in the discussions and other matters including selection of the consultancy. The LIFe V2, draws from the insights garnered from the process and the final report.
